    Description

    1883 autograph letter signed by Bradley Winslow (1831-1914), a civil war brevet brigadier general who had served as colonel of the 186th New York.  Letter is addressed to Joseph Carr as NY secretary of state and deals with state government matters (Winslow was a NY state senator in 1880-1), relating to newspapers.
